Even though South Africa’s energy-intensive industry is hugely implicated in
environmental harm, government’s new industrial strategy, the Integrated
Manufacturing Strategy (IMS), does not address excessive energy consumption by
industry. Nor does it address any other form of environmental degradation caused by
industry. For workers and the poor, as well as for the environments we all share, this
signals that health and quality-of-life remain subordinate to the profit-making of a
small and wealthy elite. But as this report has demonstrated, the answer is not to ‘add’
environment to sweeten the existing ingredients because the basic recipe inherently
reproduces environmental injustice.
